Ysbrant Marcelis currently consults for Booz Allen Hamilton in McLean, Virginia, where he works with government and commercial clients in the regulatory, financial services and telecommunication sectors. There he has developed business and implementation strategies for integrated microfinance and telecom capabilities, specifically targeting emerging markets in partnership with the private sector, governments and the IFI community. He also has designed policy guiding and implementation documents for various U.S. government agencies and departments.
Previously, Ysbrant served as Associate Director for International Policy and Geo-Economics at the Center, where he helped direct policy research initiatives on the Trans-Atlantic relationship, defense industry issues, and the global economy. He also served as an advisor and staff liaison to the Congressionally-initiated Iraq Study Group, of which the Center was one of four sponsoring institutions.
Prior to his position at CSP, Ysbrant worked as an associate with Mercer Associates LLC, focusing primarily on aerospace and defense issues, including work for foreign governments and firms seeking to enter the U.S. market. Originally from the Netherlands, he has completed undergraduate and graduate degrees in Canada, the United Kingdom and the United States.
Ysbrant has published scholarly articles on the evolving nature of transatlantic and European defense policy and serves as an academic mentor to CSP's Presidential Fellows program. He is an associate with the Truman National Security project, a fellow at the Project on Middle East Democracy and the Institute for European, Russian and Eurasian Studies, and an editor for Iraq and defense policy issues with the Security Framework Project.
